Under the leadership of Forrest Ebbs, who brings 24 years of experience in city planning and development, Tracy is poised to take a more integrated approach to its growth strategies, especially in economic development. Ebbs, who joined the City of Tracy in April of this year, is no stranger to the complexities of urban and economic development. One of the most exciting developments on the horizon is Tracy’s General Plan update, which is set to begin next year. Ebbs is committed to ensuring clear goals are woven throughout the plan, and not an afterthought. “My goal is to have those economic development goals integrated from the start, so they’re speaking to it,” he said.

A key focus of the General Plan update will be job attraction that aligns with Tracy’s housing costs, allowing more residents to live and work within the community. Reducing the number of residents who commute to the Bay Area for work can improve their quality of life and strengthen the local economy. “We will do what we can to bring jobs to Tracy that align with our workforce,” Ebbs emphasized.

The successful completion of the General Plan update will reflect a clear vision for Tracy’s future—one that is inclusive and community-driven. “The goal is to create a clear, community-based vision for the future that the whole community can get behind, not only serving one sector or another,” he said.
