10 Year Economic Strategic Plan
On September 19, 2023, the Tracy City Council approved the City's
Economic Development Strategic Plan. This plan gives Tracy a clear
roadmap to grow the local economy and help the community bounce
back from tough times.
The plan follows guidance from the federal Economic Development
Administration (EDA). This guidance looks at how well a region can:
- Recover quickly after a shock
- Hold up while a shock is happening
- Avoid a shock altogether
Three Kinds of Economic Shocks
1
Global Factors
Money troubles far beyond Tracy can still hit us hard.
National or global recessions can lower demand for local
goods and services. The 2008–2009 recession and COVID-19
are two recent examples that affected the Bay Area and Tracy.
2
Big Industry Changes
Major shifts in regional industries can shake things up
too — like losing a large employer or military base, or
an industry growing very fast. The Bay Area has seen
both: closed military bases, and the fast rise of Silicon
Valley since 2000.
3
Natural Disasters
Natural disasters can hurt the economy too. Some are
sudden, like a major flood. Others build slowly, like
extreme heat or repeated flooding. The Bay Area faces
drought, wildfire, heavy rain, earthquakes, and rising
sea levels.
How the City Will Use This Plan
After a disaster, federal programs now aim to help communities
"build back better" — using recovery money to make the local
economy stronger, not just repaired.
This plan helps Tracy make smart choices based on real data and
input from the community. It will guide the City's next steps
for growing the local economy.
